When I was a young man I read a poem entitled "The Art of
Politics,". . . A member of the British parliament addresses
the speaker in some such manner as this,
  I hear a lion in the lobby roar,
  Say, Mr. Speaker, shall I shut the door,
  And keep him out, or shall I let him in,
  That we may have to turn him out again.
